OVERALL WINNER

Isaac Region Planning Scheme & Coastal Planning Provisions
Isaac Regional Council, Ethos Urban and Cardno

The Isaac Regional Planning Scheme and Coastal Planning Provisions project has created an outstanding and contemporary policy for the community in the face of significant backlash and a tide of growing discontent for the process. It’s greatest achievement has been how the Council and consultants have completely turned around soured relationships with the community, which as most planners will tell you is possibly the most difficult situation that a project can ever be put in. The way in which the team acknowledged where consultation and messages could have been done better and started over to re-establish trust, understanding and acceptance in a vocal community is outstanding and serves as an important case study for other local governments across the state.

Technically, the project is a great piece of work that involved a natural hazard planning policy review, community consultation and detailed investigation to develop a new planning scheme that embodied a development assessment framework that provides for sustainable outcomes on the Isaac Coast. The Council has replaced outdated planning policies, updated inferior digital mapping and overcome public perceptions of reduced development rights, to create a modern and robust planning scheme with advanced informatic digital mapping and data analysis, whilst gaining public support from multiple rounds of face-to-face public consultation. An increased level of trust, positive sentiment and rapport with the community, was generated through six rounds of face-to-face engagement.

The Council and its consultants have not only developed a best practice approach to consultation, great governance and community relationship building, but also built a lasting legacy of trust, community understanding and capacity to understand the benefits of forward planning in an area at risk of significant changes to the coastline.

Isaac Regional Council has demonstrated inspirational dedication to meeting community expectations and community first project management, whilst communicating risk hazard mitigation and protection measures. This project will create a pivotal shift in natural disaster and storm inundation perception from the public and it will communicate better planning outcomes to the public and developers for years to come. For a regional council with limited resources, this was a huge achievement and truly deserving to be the overall winner of 2020.

YOUNG PLANNER OF THE YEAR

Daniel Krause M海角社区

Daniel Krause is an inspirational young planner, who has used his education and knowledge of planning practice to empower communities in the Solomon Islands. Daniel has crossed national boundaries to help our neighbours, while also being an exemplar young planner locally, on the Gold Coast.

Not only has Daniel dedicated his early career to advancing social outcomes in the Solomon Islands, but he has also inspired fellow young planners to do the same through Bond University. Being able to advance such important work is the sign of a good young planner – but being able to empower others to do the same is the sign of an exceptional young planner.

Daniel stands out among other nominees due to the extent of his advocacy work, presenting at conferences, mentoring students at Bond University, and acting as a role model for the next generation of young planners.

Daniel’s passion for planning and strong technical abilities are made clearly evident in the highly complementary testimonials his nomination received. Within his few short years in the Planning profession, Daniel has amassed a broad range of experience in development assessment, spanning varied scales and jurisdictions; providing positive social outcomes. The judges were left with no doubt that Daniel makes a deserving Young Planner of the Year for 2020.

PLANNING CHAMPION

Daniel Gore QC

Danny Gore QC is a State鈥恡reasure in planning law and his contribution in this space for over four decades deserves to be recognised and celebrated. He is one of the Country’s most senior practicing Queens Counsel’s and without a doubt, the most accomplished of barristers in the planning and environment field of specialty in Queensland.

Danny demonstrates the highest calibre of integrity – and has consistently done so throughout his long and esteemed legal career, where he has made a significant contribution and lasting presence to the urban and regional environment in Queensland.

Through Danny’s committed passion for what he does, our urban and regional landscapes have been directly benefited, our legal system improved, and our planning and development practices made better. Most noticeably, he has significantly influenced the way development assessment works in Queensland. Of particular note was his advocacy that, while ground breaking at the time, is now considered usual practice. This includes things like:

  • best practice guidance on the land that needs to be included as part of an application;

  • how acceptable solutions should be properly interpreted in assessment;

  • adopting a pragmatic rather than a pedantic approach to determining if public notification has been properly carried out;

  • how the need for a proposed development which is inconsistent with a planning scheme should be assessed;

  • that conditions of a development permit for reconfiguring a lot continue to run with the land even after the plan of subdivision has been registered.

His influence in planning process and interpretation is substantial and leaves a legacy for many years to come.

Danny interacts daily with town planners and other multi-disciplinary experts, all of whom influence and shape our urban and regional environments. His conviction, drive and dedication has directly and markedly improved the performance and professionalism of all planners who have had the honour of being on his team or being cross examined by him.

It is for these reasons, Danny is the 2020 recipient of the Planning Champion Award.
