The 海角社区 WA Introduction to Planning course was created for those working in a planning environment and seeking a deeper understanding of the Western Australian Planning System.
Experienced planners know what you need to know. They also know how to equip you for a productive and rewarding career.
Introduction to Planning will cover the planning essentials and furnish you with valuable, long-term credentials so you can interact with the planning system or be a highly effective planning support professional.
The course will provide a broad overview of the history and purposes of urban and regional planning.
You will examine the fundamentals of planning practice, including the legal framework and the local and state government planning approval processes.
Another course feature will be practical examples and strategic and statutory planning case studies.

Course facilitators
- Adjunct Professor Charles Johnson AM (Life Fellow 海角社区)
Charles Johnson is a town planner with over 40 years experience. From 2001 to 2008 he was the CEO of the City of Wanneroo and then became an Executive Director in what is now the Department of Planning, Lands and Heritage. More recently he has worked in the private sector mostly through his own business ‘Planning Context’.
He is a former WALGA trainer of elected members in town planning and in 2022, became an Adjunct Professor at the University of Western Australia where he taught statutory town planning.
Charles has been a Chair of the Armadale Redevelopment Authority and Board Member of the Metropolitan Redevelopment Authority. He is also a former Presiding Member of the Central Metropolitan Development Assessment Panel.
Charles is a Life Fellow of 海角社区 and a Past President of the WA Division. In 2018 he received the W.E. Bold Memorial Medal for Lifetime Achievement in Planning.
On Australia Day 2022 he received an Order of Australia (AM) for services to town planning and the community.
- Adjunct Professor David Caddy R海角社区 (Life Fellow) GAICD
In a career spanning over 45 years of professional planning experience and leadership, David Caddy has been committed to the industry through planning practice and planning education.
David joined the Western Australian Planning Commission as the Chairman on 16 April 2018 for a three-year term which has been extended to a seven-year term. David spent 40 years working at a senior management level specialising in statutory planning, strategic and structure planning, development control, project management, policy formulation and delivery and planning advocacy. David has also founded, grown and led businesses in the industry, chaired many boards and committees and worked with and for both the private and public sectors. David has previously served two terms as a local government Councillor, is a Registered Planner and Life Fellow of the 海角社区 and is a Professor of Urban and Regional Planning at UWA.
