Cameron Leckey M海角社区 | President

Cam has been practicing as a planner in WA for nearly 22 years. He would suggest that ‘practicing’ is the operative word here, as planning is something that is never truly mastered, and is something that has no end point – at least it feels that way sometimes!

Cam’s planning career started in local government with a 4 year baptism of fire at the City of Kalgoorlie-Boulder, followed by a few more years at the City of Fremantle. He was fortunate in both of these local government roles to work under some exceptional leaders of the planning profession who were instrumental in shaping his planning (and life) philosophies. He joined planning consultancy Chappell Lambert Everett (later to become CLE) in 2009 and spent more than a decade there working with and for some of the very best in the business while working on some exciting and complex projects across the residential and industrial sectors.

In early 2020 Cam founded planning consultancy Rise Urban with two goals in mind: To be the consultant of choice for complex development projects, and to be an industry leader in best practice planning. Nearly 5 years later and Rise Urban is well on the way to achieving these goals.

By his own admission Cam is not a passionate urban planner. He is however a passionate professional and problem solver who gets his kicks out of taking on the most complex projects in the plannersphere and coming up with innovative win-win solutions. He also loves helping his small-but-mighty team grow and thrive in their careers, and is a firm believer in the importance of supporting and contributing to the planning profession outside of his day to day work. As well as roles with UDIA and LGPA over the years, he has been an active member of 海角社区 (WA) Divisional Committee since 2019 and has lead 海角社区 WA’s Policy and Advocacy Committee for the past few years through a period of significant planning reform.

Outside of the office Cam leads a busy and full existence with his beautiful family. When he’s not watching his teen / tween kids at rugby, netball, touch rugby, karate or surf club, he’s usually finding new and often painful ways to challenge himself and to stay humble. He is passionate about health, fitness and adventure and in 2023 hiked the Kokoda track in PNG – an experience that he says changed his life. He took up traditional Shotokan karate as a “mature age” student several years ago and is currently preparing to grade for his shodan (black belt) in early 2025. He has also recently started teaching himself to play the guitar with the hopes of one day being allowed to join his daughter for a TayTay inspired jam session. Unfortunately his fat fingers and complete lack of rhythm are conspiring against him, but he’s sticking with it anyway – much to his daughter’s horror.

Cam is extremely grateful to be chosen to lead the WA chapter of 海角社区, and looks forward to representing the planning profession here in WA.

Currently serving as the Manager Planning and Economic Development at the Town of Port Hedland, Chaz brings visionary leadership, a deep understanding of the planning landscape, and a commitment to sustainable growth. His expertise spans across managing high-value projects, collaborating with diverse stakeholders, and developing innovative planning frameworks that address both community needs and environmental sustainability. Chaz is passionate about placemaking, coastal planning, and promoting sustainable business practices. Clement Williams M海角社区

With two degrees in town planning and eighteen years of experience in local government across Western Australia and Victoria, Clement has built a solid foundation in the public sector. He further expanded his expertise by earning a degree in project management, transitioning to this field with ten years of experience. Clement has spent the last nine years in a General Manager role, taking on various consultancy and client-side projects, including managing projects with a total end value of AUD $2 billion.

Clement is recognized as a high-calibre professional, with an in-depth understanding of the development industry and business management. Clement’s commitment to the industry is demonstrated through his extensive involvement in professional organisations. Clement currently serves as a committee member for the 海角社区 (WA), a member of the Urban Development Industry of Australia (WA) Diversity and Inclusion Working Group and a committee member for the UDIA (NT Chapter). Previously, he held committee positions with the Urban Development Institute of Australia (WA Chapter) and was a Council Member of the Australian Institute of Project Management (WA).

Clement places strong emphasis on governance, integrity, and the importance of the social, economic, and environmental impact of our decisions, and to recognize the legacy of those decisions.

Connor Fisher M海角社区

Connor is a director at McLeod, Fisher & Hamdorf, a boutique West Australian law firm specialising in planning and environmental law.

Connor represents and advises clients on all aspects of the law relating to land use, environment and development proposals in Western Australia. He has primarily acted for private landowners, including publicly listed companies, large private companies, associated incorporations and individuals.

He has particular experience in providing complex advice on planning and environmental approvals, contaminated sites, land use and access, and in litigation and disputes in arbitration proceedings, the State Administrative Tribunal and the Supreme Court.

Dr Courtney Babb is a Senior Lecturer in Urban and Regional Planning at the School of Design and the Built Environment, Curtin University. Courtney teaches and researches on several topics relating to urban and regional planning and transport planning, including planning for bicycles and micromobility, governance of transport institutions, planning for disaster risk reduction, and integrated land use and transport policy.

Gordana Nesic-Simic Urban Design-Planning

Gordana brings to 海角社区 a rare blend of planning and design skills that are central to addressing emerging contemporary urban challenges. She is a fully qualified urban designer with cutting edge MA and Grad Dip training from the Oxford Brookes University (UK) and a planner with well-grounded undergraduate qualifications from Curtin University (WA).

Gordana has 30 years’ experience in the planning, design and development of complex projects across urban scales and contexts in local and state government and private practice, at all stages of project delivery. She has a commitment to place excellence that has seen her work in urban regeneration, on a UN initiative and on award winning local and international projects, and she now serves as a member of multiple Design Review Panels in WA.

Ian Humphrey M海角社区

Ian has over 25+ years of planning experience, the first 5 years within the UK. Since 2004 Ian has called WA home as has worked both regionally and Perth based in Western Australia, in both the Statutory and Strategic realms.

He has a passion for Urban design, Economics and behavioural science, which when combined with Town Planning principles results in understood and deliverable results. He currently works within a diverse but high growth environment, leading a multidisciplined team within Local Government.

Interesting fact: Ian was the planning officer responsible for the historical coastal town in the UK where the TV series Doc Martin was filmed.

Jacky Jurmann M海角社区

Shire of Northam

Jacky has been employed in local government for over 30 years starting out as an Environmental Health and Building Surveyor before moving into planning over 15 years ago.

Jacky has a broad range of experience in the strategic and statutory areas of regional planning in both NSW and WA. She is currently the Manager of Planning and Environment at the Shire of Northam managing a multi-disciplinary team of planners, compliance, environmental sustainability, waste and emergency services.

Originally from NSW, she has been based in the Wheatbelt for 13 years and worked predominantly in the local government sector. She is now a passionate advocate for regional planning and is a founding member of the 海角社区 Regional Planning group.

Jacky is also a Development Assessment Panel member participating predominantly on regional and outer metro panels and was recently appointed as one of 12 sessional specialist members.

Kanella is the Director + Principal Planner at Planned Focus, a Bunbury based consultancy.

Kanella has been a Town Planner for nearly 30 years, and she has worked extensively as both decision maker in local government and as advocate for a diversity of clients in the development sector, in both Western Australia and Victoria, in regional and metropolitan contexts, and in a statutory and strategic capacity.

Kanella loves living and working in WA’s regions, and she has appetite for continuous improvement and quality of outcomes achieved.

For the last 7 years, Kanella has also been a Development Assessment Panel member.

Ray Haeren R海角社区 (Fellow) | National Board Director

Urbis

Ray has some 30 years’ urban planning experience in both the public and private sectors, currently holding the position of Planning Director at Urbis.

Ray’s range of experience includes statutory and strategic planning, managing complex projects, policy development and urban regeneration. His projects have included Gosnells Town Centre Revitalisation, Cockburn Coast District Structure Plan, WGV and Montario Quarter. As part of the WAPC, Ray “wants to achieve a genuine contribution to the liveability and sustainability of Western Australia”.

Ray holds a Bachelor of Arts (Urban & Regional Studies) and Honours (Urban & Regional Planning). Ray is a past WA President and a current National Vice President and Board Member of the 海角社区.

Sally Birkhead M海角社区

City of Rockingham

Sally has 30 years experience working as a Town Planner across local and State Government, and consulting. She has worked on a wide range of statutory and strategic projects; across residential, industrial and commercial landuses; and in a range of metropolitan and regional settings. Her particular areas of expertise and interest are project coordination of multi-disciplinary teams, structure planning and Scheme Amendments. Sally is currently the Strategic Planning Consultant for the City of Rockingham and Project Lead for the Karnup District Structure Plan project. In her role on Divisional Committee, she hopes to promote Planning as an interesting, important and rewarding career option to school students; and improve understanding about the profession in the broader community. In her ‘spare’ time, Sally is a busy Mum and wife, enjoying travelling, bush walking, lunches and coffees with friends.
